I also like the low perspective and the contrast between the dark section beneath the weeds and the lighter, grey sky.
This is more out of imagination painting, but I would put it as mid day with a stormy sky with sun breaks. It looks like how things look where I am in many locations and comes from experience painting in plein air. I had a totally different painting in mind when I started but it morphed into a landscape.
